Considering the £25k budget, the 7 weeks deadline and the unique career boosting opportunity for javascript coders registered here on Poüet, I hope this event gets more exposure. DevArt also appears to be a classic demoparty in the sense it could be listed on demoparty.net maybe.
The demoscene is going mainstream? :) Looks pretty interesting.

The kind of things DevArt pursue and what the demoscene produces are pretty different.

Demoscene is more about small filesizes and technical achievements. The final products tend to have very poor concept, narrative, flow, ... DevArt is more about exploring concepts, narrative, interaction, ...

Yes, both use code as a medium, but the intention can't be more different.

They allow several technologies. Doesn't have to be web based, from what I read. They mention C, C++, OpenGL, Cinder, Windows. But I didn't see the part that each entry is required to use a Google technology.

To me it seems more like something "more" than just creating visuals and sound which is what a demo is. I'm thinking something more interactive and/or things like visualizing data.
