@dodge: I wouldn't go for Mr. Beltram - he is more a lot more housy and detroitish imo :)

Precisely what I thought too. Mid-90s at its earliest though, I'd bet for late 90s or early 00s. Most likely something german though, maybe Thomas Schumacher?. Cari Lekebusch and Regis also came to mind but probably not those.
