Consistent but incorrect if you're outside GMT. - Not if you're using 'Z' to mean the same thing the JS spec says it does: UTC. If you mean those that lack a Z and you intend to mean local timezone, then no, that doesn't work.
- ...and since local timezone is what you're going to want most of the time...
