i've kept my demos mostly on the open in github during dev, just don't really publish the link around - even then though, it should be fine; I think "previously released" is just there to solve the same-release-different-party case

Not necessarily, I think it's also to avoid familiarity bias. If 20 people have been watching a demo being made from a ground up, it gives them a preconceived idea of the quality. - so many biases to avoid ;) I guess if its not open release i.e. sending link publicly in a finshed (or close to finished) form, it would be unhealthy to call it pre-release
