I can say, yes. Everything is calculated and drawn pixel-by-pixel. No hw acceleration is needed. (only a good fpu)
I have tested (in VirtualMachine):
64 bit version runs from Windows XP 64bit
32 bit version from Windows 95
only if 32 bit screen color depth is supported.
I was watching it live. Most of the watchers thought it is just a trashy opengl/directx product. The organizers have changed the description from '64kb demo' to 'intro' and placed it between the modern intros - it is more like an oldschool stuff..
