Should have been disqualified.
It requires MSX-DOS which is included in the .dsk file.

why should it have been disqualified?

It's a bit cheating as MSX-DOS offers some advantage (like no file header and 64k of memory already mapped) and it's perfectly possible to provide a 256 bytes in 3 others ways on MSX machines:
the BASIC is perfectly able to run binary files, it could be released as a ROM or at last crammed into the bootblock of a floppy disk.
It's like using CP/M on Amstrad to deliver a 256 bytes or on any other 8 bit machine which have an extra OS but is perfectly able to run binary files without it.

hitchhikr: that makes sense, thanks for the clarification. I won't comment on potential disqualification (reminder that it was not disqualified, officially) but I suppose it's most fair to judge this as a 256 byte intro on the "MSX2 + MSX-DOS" platform. Either way, it seems like a nice tiny intro to me!
