it's a reference to what's known as a max headroom incident.
unknown perpetrators hijacked a tv link and broadcasted a 
recording of a person in max headroom mask over a tv channel.
the trademark max headroom computery background was improvised
using a sheet of corrugated board.

hardware scrolling means that everything that should stay
in place must be repainted (blitted) every frame. so the
poor guy who lives in the computer is obliterated by blitting 
himself. initially there was no sound because no cycles remained. 
eventually i found the missing cycles, so it's (no longer).
