It cannot be said for sure that all the entries are correct, but they've all been tested on my PC; they pass the test suite. I also assume that the authors have read the rules and thus know what they're allowed to do and what not. In case an entry does something questionable, it will be possible to post objections to the mailinglist after the release of the source pack until the end of public judgment. Until then, assume that the 46-byte entries are fine.
And by the way, you aren't expected to create an entry smaller than 46 bytes. As long as you are among the top 30, you'll get points for the world league table. Since there are currently not even 30 people taking part in the contest, chances are high that you may enter the top 30 if you just submit a working entry.
