Looking for PHP/MySQL Developer to partner for Humanitarian UK project

Basically I'm looking for a dev partner to build the framework for a basic login/registration system. There will be User/Admin/SuperAdmin logins. 'User' to amend their personal profile, 'Admin' to view (not amend) any 'User' profiles and finally 'SuperAdmin' to view and amend. There will be some GD image manipulation too and basically that's about it.

It'll be profit share cuz I'm penniless, but an interesting project for the greater good of mankind :D

why not using an existing CMS instead of reinventing the wheel ?
