what you see there is most likely a game asset editor of some sorts.

that looks like the scripting for a game level actually ("storm wall" etc), there's no point why you'd want to manually code something so non-algorithmic and which constantly requires a proper overview

and it is cool but i have no interesting in licensing or modding unreal3 so w/e right

werkkzeug4 is the UDK. The demo in that screenshot is only 48k.

It'd only feature big muscley thingies and guns and killing.
UDK has one MAJOR flaw - size of final result is way above 4k (but I guess Mentor and Blueberry probably could do something about it).

Yeah, it's pretty nice move from Epic considering that licensing Unreal Engine used to cost something like million bucks.

All companies who would want that engine and had that kind of money have propably already licensed it and now they can try getting royalties from small companies who do DLC-stuff. Shadow Complex is pretty good advertisement aimed at them :)

I know of at least one demo in development that was made with it.
